The article analyzes the causes of the development of corruption and the shadow economy in the Russian Federation. The directions of the state policy on combating corruption and shadow economic activity are given. The distinctive features of the formation of shadow activity in small enterprises are considered. Presents tools to combat corruption and the shadow economy.
